1) Have they made a decision about this issue? -No. They are still arguing. They have already been discussing for two hours and  they haven't come to a decision.
2) The students have already been writing the test for two hours. Now only two students have passed the tests.
3) What is this person doing here? -He is waiting for the secretary. She hasn't come to work yet.
4) The sun had already been going down when I had come to Edinburgh
